Clients within Canada’s Armed Forces have the challenging responsibility of keeping the forces effective in rapidly changing circumstances regarding the type of mission, the international framework within which they operate, the ever-emerging policies and circumstances that guide engagements, ever-emerging technology available and encountered in engagements, and the shifting nature of the forced confronted. At the same time the internal supporting capabilities of the Forces must keep up with these changing conditions, and must ensure that management policies, practices and tools are able to do the job.
